California SB 948: What the New FSC Training Law Means for CCW Holders

Updated September 30, 2026 • By Paco Villarreal, 559CCW

California has signed another firearm law, and the headlines are raising questions about training. If you already have a CCW permit or are working toward one, here is the part to understand first: SB 948’s new Firearm Safety Certificate training requirement begins January 1, 2029, and it includes an exemption for valid CCW holders and certain recent CCW students.

What changed?

Governor Newsom approved SB 948 on September 26, 2026. For FSC applicants starting January 1, 2029, the law requires at least four hours of training completed within the previous year. That training includes live-fire exercises at a firing range and a demonstration of safe handling and basic shooting proficiency.

The new course covers safety, secure storage, safe handling, California firearm laws, transportation, and responsibilities surrounding self-defense. The Department of Justice can issue regulations and additional implementation guidance.

How does this affect CCW holders?

The added FSC training requirement does not apply to someone with a valid CCW permit or someone who completed initial or renewal CCW training under Penal Code section 26165 within the previous three years.

SB 948 does not replace your CCW application, renewal process, or required CCW qualification. An FSC and a CCW license serve different purposes. Do not treat a firearm safety certificate as permission to carry concealed.

What should you do now?

  1. Keep your renewal on schedule. Follow the expiration date on your current permit and your issuing agency’s instructions.
  2. Keep your training records. Save your completion certificate and the date you finished your initial or renewal course.
  3. Check the rule that applies to your next step. Buying a firearm, applying for a CCW, and renewing a permit are separate processes. Ask your dealer or issuing agency which documents they need.
  4. Use the final law and current agency guidance. Earlier versions of a bill can contain different dates and requirements. A headline or older social post may not reflect the signed version.

This article focuses on the FSC training provision and its CCW exemption. SB 948 also changes rules affecting personal firearm importers. If you are moving into California with firearms, review that separate part of the law and DOJ guidance before relying on a summary.
