  3. Pass background check and interview (including LiveScan fingerprinting)

  4. Complete your online course, then schedule and pass your live-fire qualification

  5. Once approved, pay the final fee and receive your permit.

Discretionary Reasons:  Beyond the explicit legal prohibitions, the Sheriff’s Office uses discretion in evaluating the applicant’s suitability and “good moral character”: 
    • Dishonesty on Application: Falsifying information on the application or being dishonest during the interview process is an immediate cause for denial.
    • Pattern of Irresponsibility: A history of a suspended driver’s license, numerous traffic citations, or civil lawsuits may indicate a pattern of irresponsibility and lead to a denial.
    • Recent Criminal History: Any arrest in the last 5 years or any conviction in the last 7 years may be grounds for denial, regardless of final disposition.
    • Behavioral Issues: A history of domestic disturbances or other concerning behavioral issues, even if not leading to a criminal conviction, can be considered.
    • Failure to Meet Administrative Requirements: This includes failing the live-fire range qualification, not completing the 16-hour required training from an approved instructor, or not providing correct documentation in a timely fashion.
    • Firearm Ownership Issues: Attempting to list a firearm on the permit that is not registered solely in the applicant’s name or is otherwise unlawful to possess in California.
    • Residency: Not having your primary residence in Fresno County.
